EU Council President: Peace in Middle East Hinges on Gaza Solution and Israeli Accountability

Any lasting peace in the Middle East hinges on a just and sustainable solution for Gaza, where the humanitarian crisis continues to deepen, said European Council President António Costa at a press conference following the European Council meeting on Thursday.

“The humanitarian situation there is catastrophic and human rights are being violated,” Costa said, referencing findings from a recent review of Israel’s compliance with the EU-Israel Association Agreement. “It is an unacceptable situation.”

Costa revealed that the European Union’s Foreign Ministers are set to convene in July to discuss potential next steps in response to Israel’s conduct, following mounting concerns over rights violations in Gaza and the occupied Palestinian territories. The review, he confirmed, highlighted breaches that could trigger diplomatic or legal consequences under the terms of the agreement.

Costa also emphasized the need for diplomacy: “We need to engage in a frank dialogue with Israel – to get out of this crisis and to change the situation on the ground,” he said.

The Council President reiterated the European Union’s demand for Hamas to immediately release all remaining hostages. However, he maintained that the broader strategic focus must remain on achieving a comprehensive political solution. “Our overarching strategy is clear: to have real peace in the Middle East, it is essential to make the two-state solution a reality. We need to make progress in this direction.”

Costa’s message signals the possibility of a shift in EU policy, with member states increasingly vocal about the need for accountability, a viable political roadmap, and international humanitarian law compliance.
