PRC Releases New Report: "Algorithms of Death – How Artificial Intelligence Fuels Mass Killings in Gaza"

The Palestinian Return Centre (PRC) has published a new in-depth report titled "Algorithms of Death – How Artificial Intelligence Fuels Mass Killings in Gaza", examining the use of advanced AI technologies by Israeli forces in the ongoing war on the Gaza Strip since October 2023.
The report investigates how AI-powered systems such as Lavender, Gospel, and Where’s Daddy? have been deployed to automatically generate and prioritise human targets based on behavioural data, satellite imagery, and digital surveillance. These systems have enabled the rapid classification of civilians as combatants using algorithmic assumptions, resulting in large-scale bombings of homes and neighbourhoods across Gaza.
Beyond automated targeting, the report documents the deployment of weaponised drones, remote-controlled explosive robots, biometric surveillance, and facial recognition software. These tools form part of a broader digital warfare infrastructure designed to maximise civilian casualties and inflict systematic destruction on Gaza’s urban and humanitarian infrastructure.
Crucially, the report also exposes the role of major tech companies—including Google, Amazon, Microsoft, and Meta—in supporting this infrastructure through cloud computing, data analytics, and digital surveillance tools. Evidence is presented of corporate complicity in AI-enabled warfare, including employee protests, resignations, and dismissals linked to internal dissent against military contracts such as Project Nimbus.
The legal analysis provided in the report outlines serious breaches of international law, including the Genocide Convention of 1948 and core principles of International Humanitarian Law (IHL), particularly the failure to uphold the principles of distinction and proportionality. It calls for full legal accountability for both state and corporate actors involved in enabling or facilitating war crimes and crimes against humanity.
The report is available in both Arabic and English, and aims to serve as a tool for international human rights advocates, legal experts, policymakers, and journalists committed to upholding justice and preventing impunity.
In a statement accompanying the report, the PRC said:
“This report sheds light on a dangerous and highly sophisticated dimension of the genocidal war on Gaza. Advanced technology is being used not to save lives, but to perfect the machinery of mass killing. The world cannot remain silent while algorithms are being weaponised against civilians. The legal, ethical, and human consequences of this must be addressed through urgent international action.”
